Do modern short-barrel designs continue to rely on excessive gas to maintain their reliability?

Some short barrels definitely feel like they have too much gas from the factory. Companies set them up to work with any kind of ammo. You can fix it with adjustable gas blocks and different buffers but I wish more came set up right from the start.
